First, there are opportunities for individuals, especially those who have a low to moderate annual income, including those whose earnings have been reduced due to unemployment. The Home Weatherization program can help people save on utility bills by helping them to install insulation and even a more efficient furnace or AC system. Job training programs funded through the Workforce Investment Act will receive a large increase for the next 2 years. People who have become unemployed may qualify for free assistance including job retraining. Faith based organizations may also apply for funding for job development programs. The tax provisions have been changed to make going to college easier. The tax credit for attending college has been increased, and even people who will not owe any taxes may qualify for a tax rebate the next year if they attend college in 2009, half-time or more in a degree program.
